This will give you an advantage because it will reduce the short stacker's desire to bet all in. This is because if they go all in, they're risking everything to win a lower amount.

You're going to want to min raise the small blind when the hand has been folded to you and you've got a short stacker in the big blind. The reason for this is that the short stacker is most likely not going to flat your min raise. They operate based on a push or fold basis so when you min raise the small blind, you're going to force this short stacker to fold.
